Benefits of Prefabrication Construction in Downtown Areas
How Prefabrication Construction Improved Speed, Safety & Quality in Downtown Valparaiso
Overview
Prefabrication construction methods, specifically exterior wall panelization, played a pivotal role in overcoming the challenges of a confined urban jobsite, accelerating the schedule, improving safety, and minimizing disruption to the surrounding community.
The City of Valparaiso partnered with Tonn and Blank Construction to tackle a major infrastructure need: creating additional parking capacity in one of the city’s busiest downtown corridors. The result was a five-story, 127,368-square-foot parking garage that introduced 342 new parking spaces for residents, businesses, and visitors.
The Challenge: Building in a Highly Constrained Urban Environment
Constructing a multi-story structure in the heart of downtown Valparaiso meant navigating:
- Minimal laydown space
- Constant vehicle and pedestrian traffic
- Heavy equipment limitations
- Neighborhood sensitivity to noise, congestion, and disruption
Traditional construction approaches would have added significant strain to an already busy corridor. The project demanded an approach that reduced on-site activity, improved safety, and protected surrounding businesses.

The Solution: Prefabrication Construction & Exterior Wall Panelization
To address these urban constraints, Tonn and Blank implemented a prefabrication strategy using our off-site construction facility.
Why Prefabrication Made Sense:
- Less disruption: Building parts off-site means fewer trucks and less noise in the neighborhood.
- Safer jobsite: Fewer workers, less scaffolding and equipment on-site.
- Better quality: Factory-made parts are produced in controlled, tech-enhanced conditions ensuring precise fits and durability.
- Faster build: Construction happens simultaneously at our facility and on-site, improving speed to market.
Project Impact
The Valparaiso parking garage showcases the measurable advantages of prefabrication in urban construction:
- Reduced neighborhood disruption during months of construction
- Faster project delivery, allowing the community to benefit sooner
- Improved worker safety in a tight and heavily trafficked environment
- Consistent quality, thanks to factory-controlled panels
The project demonstrates how cities can adopt innovative building approaches that support growth while respecting everyday activity around job sites.

Key Takeaway
Valparaiso’s use of prefabrication construction reflects a forward-thinking approach to urban development. Off-site manufacturing and panelization aren’t just efficiency boosters—they are practical strategies for minimizing disruption, improving safety, and delivering high-quality results in space-limited environments.
This case study stands as a model for other municipalities and developers seeking smarter solutions for downtown construction.
