How Prefabrication Construction Improved Speed, Safety & Quality in Downtown Valparaiso

Overview

Prefabrication construction methods, specifically exterior wall panelization, played a pivotal role in overcoming the challenges of a confined urban jobsite, accelerating the schedule, improving safety, and minimizing disruption to the surrounding community.

The City of Valparaiso partnered with Tonn and Blank Construction to tackle a major infrastructure need: creating additional parking capacity in one of the city’s busiest downtown corridors. The result was a five-story, 127,368-square-foot parking garage that introduced 342 new parking spaces for residents, businesses, and visitors.

The Challenge: Building in a Highly Constrained Urban Environment

Constructing a multi-story structure in the heart of downtown Valparaiso meant navigating:

• Minimal laydown space
• Constant vehicle and pedestrian traffic
• Heavy equipment limitations
• Neighborhood sensitivity to noise, congestion, and disruption

Traditional construction approaches would have added significant strain to an already busy corridor. The project demanded an approach that reduced on-site activity, improved safety, and protected surrounding businesses.

To address these urban constraints, Tonn and Blank implemented a prefabrication strategy using our off-site construction facility.
